Authored by a team conducting ongoing research into the subject of maintenance staffing algorithms.  Reports that little has been published on the standards for building maintenance and offers article as an attempt to represent the systematic development of maintenance staffing standards.  Discusses maintenance definitions, maintenance measure, and staffing definitions.  Outlines skilled trades and other jobs in preventive maintenance, capital and repair renewal, and central plant operations and the necessity of collecting detailed surveys and measurements to develop a list of all components in each building, including the type of maintenance required, the  qualifications necessary to perform this function, and their age.
