"Transforming the Cleaning Paradigm"

Insufficient staffing and budget cuts had resulted in visible cleaning problems in the Fairfax County Public Schools in northern Virginia, the tenth largest school district in the nation.  To solve the problem, the school board implemented a pilot contractor program, which was eventually cancelled when quality standards were not met.  The custodians united and presented a counter pilot proposal which emphasized team cleaning (systematic workloading) rather than the previously used zone approach.  Discusses training, team cleaning process, results, and decision to begin introducing team cleaning approach in other schools.
