Describes Army-developed program called Job Order Contracting, commonly called Delivery Order Contracting outside the government.  A DOC is a competively bid, indefinite quanity, indefinite delivery, general construction contract between a facility owner and a construction contractor.  Discusses standard vs. DOC bid timelines, and DOC advantages, processes, and financial considerations.
