Best practices dictate that campuses make every effort to optimize the utilization of their trade staff resource.  To determine the return on investment (ROI) for campus trade labor, you must first determine the costs, including salary and benefits and cost per hour of available or actually delivered labor.  Discusses the importance of knowing this information when calculating costs of unplanned/planned maintenance and preventive maintenance.  Concludes the cost to the institution of not performing preventive maintenance is equal to the value delivered by performing it.  Includes formula.
