Cautions that the traditional two-step process for completing energy-related capital projects--feasibility study and implementation phases--may lead to projects with poor outcomes due to energy prices and environmental compliance issues. Advocates a Step Zero approach of developing a strategic energy plan before project development and implementation. Details key questions to be investigated during the development of a strategic energy plan and developing a business case for any project request that goes beyond the traditional simple payback analysis. Provides a case study of Santa Clara University which has implemented a new strategic energy plan.
