Discusses the situation at Valparaiso University where several projects converged as the university planned a new natural gas and high voltage electrical system with the desired outcome that the university would no longer own or maintain the natural gas, the high voltage system, or the substation; responded to the failure of the current heating distribution system; and considered the reengineering of the Physical Plant Services trades shop from several small shops for each trade to one maintenance shop. Reviews the decision to go with a decentralized heating system, outsourcing the natural gas and electric systems, and how these changes allowed the reengineering of the trades group.
