Describes the program initiated by the state of Ohio to improve its school district facilities, an undertaking that could potentially impact 680 school districts and thousands of structures.  Overseen and managed by the Ohio School Facilities Commission, the program emphasizes industry best practices and has streamlined planning, designing, and construction of buildings. Describes the introduction of best practices commissioning into newly constructed or renovated facilities, which are required to have fully developed and commission approved maintenance plans. Discusses the problems and challenges in introducing commissioning in the schools.
