In Normal, Illinois, Illinois State University and the town itself joined together to reduce the costs of mulching; the university purchased screens for the town's tub grinder and stockpiled the product while the town ground wood materials (desks, doors, lumber) from the univeristy collection site.  Darcy Loy, a landscape gardener at Illinois State University, describes how this program satisfied the requirements of APPA's Effective & Innovative Practices Award, reporting on institutional benefits; its innovative characteristics; portability and sustainability; management commitment and employee involvement; and documentation, analysis, customer input, and benchmarking.
