"Finding the Right Architect or Engineer"

Field Notes column.  Discusses the process of selecting outside architects and engineers for design services.  Before choosing a contractor, the university needs to ask what, why, how, when, and where, instead of asking who first and choosing an architect/engineer solely for his or her reputation.  Thus, for example, campus leaders need to begin by answering such questions as "why do we need this new building" or "how do we want groups to interact with this facility."  Describes preparing a preliminary design report, outlining the selection committee's responsibilities, and recommended criteria for determining the best-qualifed designer.
