Regulatory Action column.  The energy crisis of the 1970s, while teaching the lesson of energy conservation, unfortunately also brought with it air-tight building techniques which have resulted in indoor air quality problems.  Discusses the broad change of concerns grouped under the IAQ heading, how federal and state regulations address these concerns, health specialists' efforts to inform people of the problems, and assessment of problems.
