Provides a case study of how careful monitoring of energy usage at the University of Texas Houston Health Science Center pointed out a problem before it became a budgetary issue and how the collection, analysis, and presentation of date effectively buttressed negotiations during utility overcharge disputes. Recognized potential problem when steam consumption rose 57 percent for one month compared to three years' previous consumption. Covers steps followed in dispute, including location of technical problem and settlement negotiations.
