Describes the development of a new performance management system in the facilities management organization at The Johns Hopkins University Applied Physics Laboratory which replaced the laboratory's generic performance appraisal.  Employees helped define the work activities and determine how performance was assessed. Discusses background, development, implmentation, training, analyzing ratings, and salary calculations based on ratings.  Provides employee-developed appraisal form for skilled trades
