Higher education is the only major U.S. industry not making a record commitment to plant and equipment today and one of the few industries not making massive investments in anticipation of stricter environmental regulation and enforcement. Suggests ways facilities managers and APPA can influence change and not just survive. Emphasizes need to make facilities a focused interest, stick with message, operate from winning stance, define issues, use staff as your team, make campus constituents winners, build internal and external alliances.
