If properly installed, operated, and maintained, central monitoring systems and direct digital control (CMCS/DDC) systems can greatly improve and maintain levels of comfort and greatly reduce overall building energy consumption and waste.  Serves as guide for developing  new CMCS system by providing explanations and advice in planning, developing purchase justifications, requesting and analyzing information and proposals,  preparing for and installing the new system, and managing and maintaining the system.  Defines system specifications.
