The master plan coordinates campus program development and campus plant development, attempting to schedule incremental construction to coincide with predicted program change.  Discusses factors affecting master planning in the decade ahead, including declining traditional enrollment, increasing nontraditional enrollment, development of educational technology, upgrading scientific equipment, government mandates, and funding limits.  Describes four phases of planning construction and their components: campus master planning, project planning and programming, design phase, and construction phase.
