Important guidelines in effective decision making include, first, the people who have the most knowledge of the situation should make the decisions and, second,  only a small number of decisions should be made by the chief facilities officer and department heads.   Discusses problem solving techniques, analyzing and acting on information, reviewing alternative solutions, considering consequences, and implementing decisions. Appendices provide examples of the decision making process in hiring a utilities manager and considering contract management versus self-operation.
