"Maintenance Trades Guidelines"

In 2002, APPA published "Maintenance Staffing Guidelines for Educational Facilities," the first building maintenance trades staffing guideline designed to assist educational facilities professionals with their staffing needs. addresses how facilities professionals can determine the appropriate size and mix of their organization. Contents include solutions and best practices for: (1) the maintenance of buildings; (2) stewardship vs. service; (3) maintenance vs. construction/renovation alteration; (4) outsourcing; and (5) zero-based buildup. This article discusses the development of a maintenance model, the five maintenance levels, the four campus space types and the zero-based budget (ZBB) approach that make up the publication. A detailed case study analysis of the application of these guidelines on the campus of the University of Nebraska-Lincoln is discussed. The article concludes with lessons learned from this real world application and provides future projections for the upcoming revision of this text. (Contains 1 footnote.)
