Presentation at APPA's 82nd Annual Meeting in Philadelphia, Pennsylvania. Discusses how Colorado College studied its campus chilled water/air conditioning systems and proposed a refrigerant management plan to phase out the existing CFC refrigerants which are to be banned by federal government policy.  Discusses components of the refrigerant management plan, life cycle costs of conversion versus replacement versus continous operation for each of five units of different manufacturers and age, plan elements, chilled water loop, and major central plant equipment. Includes figures.
