Deals with how, over the past 3 years, the University of Maryland, faced with continual denial of funds for infrastructure renewal, developed and implemented a partnership for infrastructure renewal. Aggregation of the electric, steam, and chilled water utility systems into a single project, capitalizing on the savings in operating and maintenance costs of new technology investment in the campus resulted in more than $120 million in savings over the 20 year life of the management and operations agreement.
