Presentation at APPA's 86th Annual Meeting in Cincinnati, Ohio.  Deals with how, over the past 3 years, the University of Maryland, faced with continual denial of funds for infrastructure renewal, developed and implemented a partnership for infrastructure renewal.  Aggregation of the electric, steam, and chilled water utility systems into a single project, capitalizing on the savings in operating and maintenance costs of new technology investment in the campus resulted in more than $120 million in savings over the 20 year life of the management and operations agreement.  Covers utility master plan, strategic business planning, internal option and alternative ownership and management structures, competitive procurement and contract development, and managing the political process.
