Presentation at APPA's 85th Annual Meeting in San Jose, California.  Draws on the experiences of McGill University and other institutions to highlight the concerns and benefits of outsourcing.  Presents a model for a structured approach to evaluating outsourcing which supports "change management."  Discusses an environmental scan of core competencies related to available internal versus external expertise which can form a framework for selection of outsourcing potential.  Highlights the need to establish quantitative and qualitative performance measures.  Presents criteria for partner/contractor selection and the processes of recent selections in universities. Includes brief bibliography and legal issues related to outsourcing.
