Presentation at APPA's 84th Annual Meeting in Orlando, Florida.  Summary of first phase of a study of the cost of managing the design and construction process and of alternate fee structures conducted by the Department of Architecture, Engineering, and Construction at the University of Maryland at College Park.  Covers review of the recently installed timekeeping system, identification of direct costs and overhead costs, gaining insights on the costs of managing the design and construction of small projects, study of capital projects, and study of comparative costs for managing two projects.  Presents methodology, observations, and findings of each study.  Includes figures.
