Presentation at the 84th Annual Meeting in Orlando, Florida.  In a discussion of resources issues in higher education, Albright discusses resource constraints, growth in performance measures, declining higher education funding, paradigm shift from accounting-driven to value-driven orientation, and entrepreneurial operations.  In a discussion of managing facilities in a new environment, Middleton covers the necessity for the facilities manager of the future to create a climate of fundamental change and innovation in all aspects of the facilities program, entrepreneurial facilities organization, and more efficient facilities utilization.
