Discusses the steps necessary for achieving program accessibility.  Covers providing maximum accessibility for a minimum expenditure, including piggybacking projects, replacing instead of repairing, and not making unneccesary  modifications.  Examines external sources of funds including foundation grants, state support, organizations serving the handicap, and federal sources such as rehabilitation research and demonstration programs, grants for the removal of architectural barriers, community development block grants, Section 202 Direct Loan Program for Housing for the Elderly and Handicapped, and Title V Special Demonstration Grants.
