The maintenance issue must be attacked on two fronts simultaneously: the maintenance deficit or backlog must be eliminated but, at the same time, annual maintenance budgets must be increased to adequate levels in order to eliminate the increase in the maintenance deficit.  Discusses reasons for utilizing budget formulas.  Describes the remainder of the publication as a review of formulas or budget models, together with an explanation of the underlying logic or rationale for some of them.
