The goal of the conceptual design stage  for the cogeneration facility is to choose the basic type of facility, make specifications for the major equipment, and determine space needs and operating and maintenance requirements.  Discusses working with the utility company, Public Utility Regulatory Policy Act, negotiations and agreements between the utility and campus, constraints and regulations, building codes, and health and safety requirements, fuel conversion regulations.  Provides case studies of Clark University and  University of Minnesota.  Includes graphs and tables.
