Describes a process for doing cost evaluation that codifies and organizes the procedure to provide an accurate early assessment of construction costs and risks and presents a format for communicating the information.  The term "cost evaluation" is used rather than "estimate" to differentiate this process from the traditional take-off and its variations.  Describes 8 steps in the program cost evaluate process.  Includes figure illustrating 17-line format form and appendix providing sample checklist of project costs.
