Nearly 100 institutions volunteered to establish the initial benchmarking database for the Strategic Assessment Model (SAM).  Because the original questionnaire was unclear on some of the questions,  there were quite a few unacceptable responses.  As a result, a data scrubbing team contacted 45 instiutitons to rethink, recalculate, and redefine some of the original responses.  Provides guidelines for interpreting the data, which is organized by region.  Figures include the SAM Matrix, and provide data on the original 18 benchmark measurements such as operating expenditures, deferrerred maintenance backlog, annual plant renewal expenditures, annual deferred maintenance expenditures, and annual plant adaptation expenditures as percentage of current replacement value; average strategic level of facilities operations; and training investment as percent of total personnel compensation in the facilities organization, among others.
