APPA has developed the Strategic Assessment Model as a tool for facilities managers to track organizational performance along a continuum of key performance indicators, compare their organization's performance to that of its peers, establish improvement goals and plot progress toward these, and aid in presenting funding requests to administrators.  Covers development of  SAM in 1995, including identification of 15 benchmarks and model depicting 5-point ranges of effectiveness from the lowest to highest levels of productivity and quality, through testing and transformation based on member  feedback and participation over four years. Figures include benchmarks, SAM Beta Survey Data, and SAM matrix.
