SALARY:

$144,523.96 - $202,353.35 Annually, plus Benefits

In addition to an annual base salary of $$144,523.96 - $202,353.35, the Director receives an attractive benefits package that includes:

  • EDUCATIONAL INCENTIVE: may be eligible for 2.5%, 3.5%, or 5%, based on completion of an associate, bachelor's, or graduate degree from an accredited institution not required for the position.
  • RETIREMENT/SOCIAL SECURITY: Defined retirement benefits vest after 5 years of service. The County and you also each contribute to Social Security. If you are eligible, you may establish reciprocity with other public retirement systems, such as PERS. For more information, visit: https://www.vcera.org/.
  • EXECUTIVE ANNUAL LEAVE: The candidate selected for this position will earn 248 hours per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service. Credit for prior public service may be considered (Management Resolution, §616A) 
  • ANNUAL LEAVE REDEMPTION: The ability to "cash in" or redeem up to 100 hours of annual leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, §1205)
  • HEALTH PLANS: Medical, dental, and vision plans for you and your dependents. A flexible credit allowance of up to $25,558 annually.
  • HOLIDAYS: 12 paid days per year, including 1 floating holiday to use at your discretion.
  • DEFERRED COMPENSATION: You may elect to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis.  Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.

POSITION

The Agency Director of Facilities Management oversees six divisions with 143 employees, including Maintenance, Housekeeping, Energy Management, and Security. This role involves managing a $104 million budget, setting service rates, and leading operational managers. The Director serves as the Agency Director’s representative in their absence and interacts with executive leadership. Additionally, they play a key role in developing and monitoring the County and Agency Strategic Plan, driving process improvements. The Director also delivers presentations to the Board of Supervisors and other stakeholders.

IDEAL CANDIDATE

The ideal candidate will have a bachelor’s degree in engineering and significant leadership experience in facilities management, including operations such as housekeeping, grounds, and security. Strong problem-solving and strategic leadership skills are essential.

This is an at-will position, exempt from the provisions of the Civil Service Ordinance.

Under general direction of the GSA Director, the Agency Director of Facilities Management leads GSA’s Facilities and Materials Department. Responsibilities include facility maintenance, construction project management, energy conservation, sustainability, and various services. The role promotes ethical standards, employee safety, morale, and aligns with GSA and County of Ventura’s mission.

TYPICAL QUALIFICATIONS

Any combination of education, training and experience equivalent to a bachelor’s degree in an engineering discipline and four (4) or more years of progressively responsible senior management experience within a large, complex facilities or campus environment.

NECESSARY SPECIAL REQUIREMENTS

Must have demonstrated experience with the following:

  • Two (2) years of experience directly supervising, leading, mentoring, and managing the performance of managers and senior professionals.
  • Developing and managing a multi-million dollar operational and maintenance budget.
  • Leading executive decision-making on facilities, maintenance operations, services, and contracts, including troubleshooting and resolving customer service concerns.
  • Making presentations before community groups and/or governing boards.

The University of Nevada, Reno is recruiting for an Assistant Director, Utilities Services or a Director, Utilities Services in the Facilities Services Department. The Assistant Director, Utilities Services is responsible for managing the daily operations of mechanical and electrical systems, overseeing maintenance and repairs, providing technical leadership, resolving operational issues, and contributing to strategic planning and long-term objectives to optimize performance, efficiency, and customer satisfaction.

In addition to the Assistant Director, Utilities Services responsibilities, the Director, Utilities Services has responsibilities at the division level assisting the Senior Director with planning, managing, and implementing special projects; providing guidance and approvals; assisting with daily operations, personnel matters, and budget development; representing Facilities Maintenance Services in committees and community meetings; and identifying workforce development opportunities.

This position reports to the Senior Director of Facilities Maintenance Services.

Assistant Director, Utilities Services

Responsibilities include, but are not limited to: 

  • Provide direction, technical assistance, assign work, and supervise staff
  • Oversee mechanical and electrical system preventative maintenance and repairs
  • Develop and oversee budgets
  • Identify and plan deferred maintenance projects
  • Complete ongoing analysis of complex maintenance project status
  • Create, monitor, and maintain project performance metrics
  • Establish a reporting process that provides for detailed project-level reporting to be reviewed with the Senior Director and management team
  • Establish procedures to monitor quality, customer satisfaction, and efficiency
  • Develop maintenance execution processes to improve performance
  • Assist with campus energy management
  • Plan, manage, and implement special projects, as assigned
  • Provide engineering knowledge and judgement
  • Triage problems and expedite resolution of interruptions to work
  • Drive a focus on goal achievement throughout business decision-making
  • Meet regularly with the management team to review key project status and ensure any risks are identified and mitigated
  • Provide input on strategic plans as a member of the management team
  • Contribute to the goal development process
  • Other duties as assigned

Director, Utilities Services

In addition to the above, responsibilities include, but are not limited to: 

  • Assist Senior Director with daily operational activities, personnel issues, budget development, planning and management, as requested
  • Exercise full authority to complete approvals and provide guidance including serving as signature authority in the absence of the Senior Director
  • Represent Facilities Maintenance Services with critical analysis and participation on committees, boards, and in community meetings
  • Identify workforce development opportunities and bring them to the attention of the Senior Director

Required Qualifications

A valid Class “C” driver’s license required at the time of appointment. OSHA 30-hour card within one year of employment.

Assistant Director, Utilities Services

Bachelor’s Degree and five (5) years of related work experience; OR

Master’s Degree and three (3) years of related work experience

Director, Utilities Services

Bachelor’s Degree and six (6) years of related work experience; OR

Master’s Degree and four (4) years of related work experience

Related Experience: Progressively responsible managerial experience in facilities maintenance, operations, or related field to include supervision. Bachelor’s Degree in mechanical or electrical engineering, or related field, from a regionally accredited institution.

The Mechanical System Engineer/Energy Manager will be responsible for managing and optimizing campus mechanical systems, including chilled water, low temperature heating water, high temperature heating water, steam, and fume hood exhaust systems. Key duties include conducting advanced modeling and simulation for troubleshooting and optimization, establishing and maintaining system electronic records, and implementing condition monitoring technologies. The role involves close collaboration with maintenance teams, participation in design reviews, and providing engineering expertise to ensure the effective operation of critical systems. Additionally, the position contributes to energy management initiatives and strategic planning efforts.

In addition to the Mechanical System Engineer/Energy Manager responsibilities, the Senior Mechanical System Engineer/Energy Manager role is responsible for establishing modeling and simulation methods and condition monitoring approaches tailored to mechanical system objectives, providing operational management in the absence of the Director of Utilities Services, overseeing mechanical system strategic planning, and leading energy management initiatives.

This position reports to the Senior Director of Facilities Maintenance Services.

Required Qualifications

A valid Class “C” driver’s license or higher operator’s license is required at the time of appointment and as a condition of continuing employment. OSHA 30-hour card within one year of employment.

The weather in Oklahoma is infamously unpredictable, swinging from below freezing to the mid-90’s within the same week! To endure these extremes, the University of Oklahoma has a state-of-the-art steam and chill water system - ensuring our clinics, students, faculty, and staff are safe and comfortable. 

To oversee our cutting-edge facilities, we are searching for a dynamic and experienced Steam & Chilled Plant Manager! This individual will manage all aspects of our water plant to ensure safe, economical and efficient operations.

The successful candidate will:

  • Mechanical Systems and Equipment – Candidate should have thorough knowledge and experience operating and maintaining boilers, chillers, cooling towers, distribution piping, pumps and valves. This would include establishing and overseeing maintenance schedules, repairs and operating procedures.
  • Control Systems and Automation – Candidate should have experience and technical knowledge of operating and maintaining boiler and chiller control systems. Candidate should have the ability to operate plant equipment efficiently. We desire a candidate that can bring an energy conservation perspective to plant operations.
  • Water Treatment – Knowledge of water treatment to prevent corrosion, scaling and fouling of chillers, cooling towers and boilers.
  • Leadership and Team Management – Ability to manage and lead a team of operators, foreman, mechanics and technicians. Willingness to mentor employees as needed with helpful and safe tips and tricks of the trade. As well an ability to coordinate and schedule appropriate training to enhance team skills and knowledge. We are looking for a candidate that can inspire and motivate the team.
  • Problem solving and decision making – Candidate should have strong problem-solving skills and ability. They should have the ability to make independent decisions for plant operations and ability to resolve operating issues when they occur.
  • Safety – Candidate should instill a culture of safety, recognize hazards and proactively address safety issues.

Requirements:  Bachelor's Degree in Engineering and 60 months managerial experience at a physical plant.  Will accept experience or a combination of education & related experience can be considered in lieu of degree. A one-to-one ratio is used to determine the number of years of experience required in place of a degree. 

Certifications:  Valid Oklahoma Driver's license or the ability to obtain one within 30 days of start date.

Supervision: Supervises all personnel at the SCWP - 17 employees.
