Associate Vice Chancellor for Facilities

WittKieffer is honored to partner with the Minnesota State Colleges and Universities as they seek a new Associate Vice Chancellor for Facilities. This is an incredible opportunity to impact one of the largest state college systems in the nation as an innovative and strategic leader.

The Associate Vice Chancellor (AVC) for Facilities will provide systemwide facilities and real property management, safety, environmental compliance and emergency management leadership, oversight, and expertise for Minnesota States twenty-six state colleges and seven state universities encompassing more than 28 million square feet of space at 54 campus locations on over 6,000 acres of state land. The AVC for Facilities has authority over and annual budget of approximately $10 million and manages bi-annual capital investment programs exceeding $500 million. The position is assigned to the Minnesota State system office located in St. Paul, Minnesota.

Reporting to the Vice Chancellor for Finance and Facilities - Chief Financial Officer, the AVC for Facilities functions as a member of the Financial Management Group and contributes to the leadership, direction, and accomplishment of the overall goals of the Finance and Facilities Division, ensuring the Facilities Unit works effectively with other divisions, colleges and universities, state departments and external constituents to achieve the goals of the system.

Positions reporting to the AVC for Facilities include the System Director for Capital Planning and Analysis, System Director for Design and Construction, System Manager for Public Safety and Compliance, Director of Real Estate Services, and Director of Risk Management. In total, the AVC holds supervisory accountability over a team of 19 full-time positions.

The ideal candidate for the position of Associate Vice Chancellor for Facilities (AVC) will have a minimum of 15 years of senior level management and supervisory experience. In addition, extensive leadership experience in the administration, management, and coordination of long-range facilities planning real estate, capital budgeting, and execution of major capital projects.

Vice President for Facilities and Campus Development

Tulane University invites applications for an experienced and visionary executive to lead the University through its facilities planning and development during a pivotal time of growth.  Reporting to the Senior Vice President and Chief Operating Officer, the Vice President for Facilities and Campus Development will have the opportunity for generational impact as the University redevelops over one million square feet of its campus while leading a large complex team of professionals.

The Vice President for Facilities and Campus Development provides university-wide strategic leadership, coordination, and administrative oversight to facilities planning and capital projects, space planning, sustainability and energy initiatives, engineering, design and construction and the efficient operation of the physical facilities on all campuses and off-campus locations. Operations of the physical facilities include a wide array of services including maintenance, preventative maintenance, repairs, renewal and replacement, provision of utilities and energy management, grounds keeping, custodial, fire and life safety, and recycling. Facilities planning includes maintaining the campus aesthetic, comprehensive campus master planning and annual capital planning.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • A bachelor’s degree and a graduate degree- Business, Architecture, Engineering or other relevant field is required. Strong technical, systems and project management expertise.
  • A minimum of 15 years of business experience, development and project management experience, and experience in development and construction activities within a constrained and complex institution or organization.
  • A minimum of five years in significant leadership role in higher education, healthcare, and/or the private sector, e.g., private real estate development.

Portland State University is hiring an experienced Electrical Manager to lead a team of dedicated electricians responsible for electrical maintenance, repair, upgrades, testing and preservation of physical assets across campus.

The ideal candidate will have an extensive electrical maintenance background and be an experienced leader with strong customer service skills and a focus on safety; the ability to build rapport with internal and external customers; and the ability to balance competing demands while implementing innovative solutions.

Responsibilities

The Associate Director of Internal Construction is responsible for the administration and technical work in directing and supervising of the FSU Interior Construction & Maintenance Service groups.

 

• Responsible for the development of the University Interior construction and Maintenance service programs.

• Responsible for preparing and monitoring the department budget; the preparation, implementation of, and adherence to procedures; and department personnel functions.

• Responsibilities also include establishing and maintaining appropriate work relationships with code compliance officials, peers and subordinates, State and local organizations, and the public.

• Develop training and apprenticeship programs to enhance the skillsets of the staff and oversight and management of the Maintenance career pathway/ladder for skilled trades staff along with the Maintenance apprenticeship initiative.

• Hold division leaders accountable for superior performance and engagement by articulating expectations, monitoring performance, and providing feedback/recognition consistently across areas of responsibility.

• Direct team involved in facilities maintenance and operations including staffing, evaluation, training, and supervision within the group. Leads supervised staff to coordinate needed work with other Maintenance areas, including but not limited to, contracted work, projects, and support from other Shops/Zones to ensure proper delivery of services.

• Works collaboratively and cooperatively with the FSU community and coordinates on behalf of their staff with other Facilities and campus groups such as fiscal, Code Compliance, EHS, HR, Procurement, and other FSU business offices.

• Oversight and management of the Maintenance career pathway/ladder for skilled trades staff along with the Maintenance apprenticeship initiative.

• Supervises staff and ensures these programs are implemented, coordinated, and tracked properly.

• Ensure that all employees are properly trained in environmental and safety regulations in accordance with all Federal, State, local, and University policies and regulations.

• Participates in the strategic planning effort for the Facilities Maintenance team and in developing the Facilities Deferred Maintenance Plan.

• Reviews and approves procedures for emergency repairs, routine repairs, and planned preventative maintenance tasks.

• Assists with establishing short- and long-term budget priorities, allocates resources, and finalizes/approves department budget.

• Participates in the development of the Facilities Deferred Maintenance Plan.

• Assists with the implementation of process improvements to correct system performance problems related to incorrect design/standards, chronic systems issues, or system failure.

• Coordinates with various construction projects on campus to ensure an effective transition from design and construction to Maintenance.

• Maintains contact with building FLO personnel, Research, Academic, Student Affairs, and other staff to ensure quality control and customer satisfaction.

 

Act as interim Director of Maintenance In the absence of the Director of Facilities Maintenance.

 

Qualifications

 

• Master's degree and four years of experience related to facilities and/or grounds services or a Bachelor's degree and six years of related experience.

• A valid Florida or Georgia driver's license or the ability to obtain one.

 

Preferred qualifications:

• Bachelor's degree in a business-related field

• Extensive history in building trades with thorough knowledge of building and code regulations

• Ten+ years in a construction trade leadership role managing skilled trades personnel

• Experience working in Higher Education Facilities desired

JOB DUTIES:    Facilitates architect-engineer contracts and coordinates design document reviews.  Facilitates construction contract process.  Supervises general contractors in major building projects.  May serve as Construction Manager for assigned building projects.  Ensures facility modifications and capital construction projects are compliant with applicable codes and standards.  Develops request for proposal packages for general contractors and/or subcontractors and ensures adequacy of contractor qualifications, credentials, and insurance.  Works with design professionals and independent technical experts to ensure accurate interpretation of and compliance with plans and specifications for construction projects.  Works with Office and Project Coordinator and others to ensure that cost estimates are sound and budget parameters are maintained.  

MINIMUM QUALIFICATIONS:

  1. A Bachelor’s degree from an accredited university is required (prefer Architecture, Engineering, or Construction Management).
  2. A minimum of five (5) years employment experience in construction project management is required, to include at a minimum:
  • Proficiency in reviewing and interpreting architect-engineer designs
  • Proficiency in contract language, drafting, and negotiation
  • Proficiency in project budget design and monitoring
  • Proficiency in codes and regulations
  • Proficiency in the development and evaluation of bid proposals
  • Proficiency in OSHA regulations.
  1. Proficiency in Microsoft Office for Windows applications (word processing, databases, spreadsheets, emails, presentation graphics, etc.) is required.
  2. Experience with project management software is strongly preferred.
  3. Experience with AutoCAD or similar programs is strongly preferred.
  4. Must be proficient in general office equipment operation.
  5. Must possess exceptional time management and detail-orientated skills.
  6. Must be at least 21 years of age.
  7. Must possess a valid driver’s license and be insurable by UMHB auto insurance carrier.

Responsibilities

Projects may have a high level of complexity and may be high profile and have a greater impact on the operations of the university with multi-phases and multiple contracts; project team may include staff from several disciplines and/or departments as well as Specialty Consultants. Project durations can be as long as 3-5 years. This position is typically found in Planning, Design & Construction.

• Develops project scopes of work including program as required.  Manages and supervises design and construction process of a group of projects. Reviews Design Professionals' and Contractors’ work and performance. Makes recommendations for engineering/architecture selection as required. Provides advice on development/interpretation of contract documents. Makes recommendations regarding dispute resolution to contract requirements, including design errors/design omissions, change orders and claims, etc.  Facilitates effective project plan reviews.  Reviews design and/or construction for code compliance with current campus standards and industry best practices. • Explains design and construction process to project team members. Understands factors influencing design and construction and explains such to team in a timely manner. Advises the client of requirements or suggestions. Communicates with all project participants. Responsible for project decision-making process and assure project team members are aware of any changes. Leads thorough and effective project coordination among internal and external participants for entire project duration.

• Develops and manages project budgets.  Attains quality driven, functional, and aesthetically pleasing project results within approved project budget. Manages purchase orders and contracts on numerous single and multi-phased projects and negotiates contract changes independently.  Manages project schedule throughout course of design and/or construction and develops schedule to assure desired project completion dates are met. Provides expert advice on constructability impact in the formulation of schedules during design phase. Manages schedules actively and accurately during project to enforce contract requirements.

• Provides direction, assignments, feedback, coaching and counseling to assure outcomes are achieved.  May provide functional and/or administrative supervision of staff as assigned. Performs essential responsibilities of a Project Manager. Trains and mentors team members on appropriate project management skills.

Analyzes, monitors, and prepares financial data, information, and reports. Ensures project budget is met. Monitors contracts and coordinates all project budget requirements including but not limited to encumbrances, expenditures, funding alignment. 

Qualifications

Bachelor's degree in Architecture, Engineering, or Construction Management and five years of related experience; or a high school diploma/equivalency and nine years of related experience.

• Develops project programs and manages and supervises design and construction process of a group of projects. Manages selection of and work and performance of Owner’s Program Manager(s), Design Professionals, Contractors and other third parties associated with projects. Manages contract development and execution including any dispute resolution, design errors/design omissions, change orders and claims, etc. Develops contract documents for projects. Advises and mentors assigned staff on all aspects of contract management. Reviews design and/or construction for code compliance and for compliance with current campus design standards / guidelines and industry best practices. Recommends updates to campus design standards / guidelines. Reviews bids received, analyzes any bid irregularities, and recommends contract awards to administration.

Serves as a liaison between departmental staff and administration. Meets with customers to assess needs and expectations and monitors performance of project team. Prepares progress reports and provides advice to administration and customers. Communicates with all project participants. Responsible for project decision-making process and assure project team members are aware of any changes. Leads thorough and effective project coordination among internal and external participants for entire project duration. Presents information to internal and external groups as required.

• Assesses and advises development and management of project budgets. Reviews and recommends budgets and funding alignment while attaining quality driven, functional, and aesthetically pleasing project results within the approved project budget. Manages complex budgets and contracts that are funded by multiple sources, including contingencies. Oversees the management of internal and external project management staff and design professionals, contractors, other third parties and maintains records.

• Develops and/or manages and provides expert advice for the development and management of project schedules throughout the project lifecycle assuring desired project completion dates are met. Provides expert advice to leadership on the formulation of project schedules. Collaborates with project team in development of project schedules and recommends use of schedule incentive clauses in contract documents to administration. Determines needs of project team to assure completion of all project tasks. Manages schedules actively and accurately during project to enforce contract requirements. Provides technical and administrative support and guidance to other project managers.

• Provides direction, assignments, feedback, coaching, counseling to assure outcomes are achieved. Develops and implements policies and practices that support staff engagement in the workplace. Provides supervision of staff as assigned. Investigates, interprets, and implements complex HR policies and procedures. Serves as a mentor and trainer. Develops budgets and creates systems for effective implementation and monitoring.

Qualifications

Master’s in Architecture, Engineering, Construction Management, or Business Administration and seven years of related experience; or a Bachelor’s in the same and nine years of related experience; or a high school diploma/equivalency and thirteen years of related experience. (Note: a combination of appropriate post-high school education and related experience equal to thirteen years may substitute.)

A valid State of Florida or Georgia driver’s license or the ability to obtain prior to hire.
