All too frequently, administrators fail to consider that their largest budget expenditures are for human resources. Job descriptions often fail to describe the job fully, and compensation decisions are often based upon obsolete information. An effective manager is one who provides flexible job descriptions that allow employees to respond to even the most unusual customer or public demand.
