The Facilities Management Services’ Capital Outlay Contracts Officer is responsible for the procurement of non-professional, professional and construction services contracts under the supervision of the Capital Outlay Program Procurement Manager. The position will provide support, coordination, and direction regarding capital outlay, maintenance reserve, and non-capital construction project procurement, records management reporting, and records retention for Northern Virginia Community College, the System Office and other colleges or projects as assigned.
KSA’s/ Required Qualifications:
- Familiar with principles and practices of architecture and engineering disciplines, construction administration, and State and Federal codes, laws, and regulations which apply to the construction of public buildings.
- Demonstrated ability to manage multiple procurements of varied sized and complexity, ability to effectively communicate with not only engineering and architectural professionals, but also diverse trades people, and College staff, both orally and in written communications.
- Highly proficient computer skills, good customer service and problem solving skills set.
- Combination of education and experience equivalent to a Bachelor’s degree in procurement, business administration or related field with considerable years of experience in the procurement of construction, professional and non-professional services.
Additional Considerations:
Previous government procurement and project management experience is highly preferred.
Virginia Contracting Officer (VCO) certification desired.
Virginia Construction Contracting Officer (VCCO) certification desired and required within one year of employment.

Experienced groundskeeper is needed for Assistant Grounds Supervisor role at Catlin Gabel School in Portland, OR! You will lead, train, and work with the grounds team to perform a wide variety of grounds and sports field maintenance on our landscaped campus, which includes:

Responsibilities
50% Strategic & Administrative Direction
- Collects appropriate data to utilize in planning and evaluation of services and to establish goals and objectives.
- Collaborates with appropriate Senior Leadership, administrators, and hospital and clinical departments as well as University partners to understand and respond to customer needs.
- Collaborates and develops business plans for new programs or services; monitors and ensures sound financial management of budgets and external contracts.

Required Qualifications*
- A bachelor's degree in Mechanical Engineering from an accredited institution.
