Multiple parking options are needed to better serve and meet current campus access requirements cost effectively.  Focuses on the paradigm shift and planning implications applicable to those campuses that are experiencing a perceived parking shortage, customer perceptions of high parking costs, increasing costs to operate and maintain a parking system, and customer satisfaction with the parking system.  Offers case study of how the University of Michigan identified the need to expand planning beyond the traditional parking paradigm.  Discusses costs, declining space availability, social trends, planning assumptions, expanded paradigm, variety of parking options, and assessment.
