Structured education, training, and development programs (ETD) are an important organizational component and can overcome casual learning's shortcomings. Adequate funds, materials, staff, and time away from the job site, as well as supervision of and rewards for new skills, must be part of well designed programs.  Defines and describes steps for designing and implementing ETD programs, covering skills categories, regulation compliance, supervision, and communication.  Emphasizes importance of determining program goals and objectives, desiging course and materials, management support, and evaluation.  Figures provide guidelines for implementing programs and presenting training.
