Describes how the University of Michigan Plant Building Services has dealt with state budget cuts that reduced general fund revenue from $1.62 per square foot to $1.42 per square foot. Determined not to cut staff, Plant Building Services began with the goal of identifying priorities and maintaining employee morale. Invested in research, technology, and training to realize long-term cost savings. Among the innovations are a career development program for qualified custodial employees, creation of high performance work teams, and establishment of recycables pickup.
