Executive Summary column.  Reviews the events and presentations at APPA's 2004 Educational Facilities Leadership Forum in July in Washington, D.C., which was attended by more than 700 representatives of educational institutions, government agencies, and business partners and suppliers.  David Ward, president of the American Council of Education and William E. Kirwan, chancellor of the University System of Maryland, presented the keynote address.  Ward spoke on the larger issues facing higher education (accessibility, accountability, and affordability), proliferation of regulations, and need for bipartisanship.  Kirwan focused on trends in higher education, including funding decreases and rising tuition.  General session speaker Howard Putnam, formerly CEO of Southwest Airlines, identified challenges neccessary in the current turbulent era, including doing less with more and cost containment. General session speaker Darin Goodwiler of the Department of Homeland Security reported that communication was one his department's greatest challenges, detailing the 5 Ds that comprise the components of ensuring security: determine threat, determine adversary, detect and assess attack, dispatch responders, and delay attack.
