Compares the Facilities Condition Index (FCI)--a comparative indicator of relative condition of facilities--to the Needs Index--an overall indicator of campus condition influenced by resources availability and utilization. Discuss the importance of using both the FCI and the Needs Index together to prepare a comprehensive condition assessment of facilities. While the FCI can be compared to a photo of a single moment in time, the authors describe the Needs Index as a motion video of all the facility elements that need to be accounted for.  Includes references and a one-page box with tables comparing the Needs Index to the FCI.
