"History of the Facility Condition Index"

Describes the history of the Facility Condition Index (FCI), which was developed in the 1980s by Applied Management Engineering, Inc. The FCI is a mathematical formula in which the cost of maintenance and repair deficiencies is divided by the current replacement value of the facility(s).  The index was first formally defined in the NACUBO publication Managing the Facilities Portfolio.  Covers the early years of its usage and how it has expanded over time.
