Reports on the American Society of Civil Engineers' "2001 Report Card for America's Infrastructure," in which the condition of the nation's roads, bridges, drinking water systems, and other public works received a grade of D+. A new 2003 study showed that there had been little improvement and some areas were sliding toward failing grades. The nation's schools received the lowest grade, a D-.
