Discusses the broad spectrum of capital planning styles at universities, recognizing that these are influenced by campus culture, the incremental change of the past, and personalities. Thus decision-making power can be totally in the hands of the chancellor or begin with input from faculty and staff. Stresses the importance of good facility information, whether the decision authority is at the top, shared, or distributed and whatever decision processes are used.
