Discusses deferred maintenance, presenting a cost effective way of quantifying not only building deferred maintenance but also a newly developed system of identifying the amount of deferred infrastructure maintenance a campus might have.  Covers why building evaluation is essential to campus health, organizing the building evaluation, and the type of people needed to the evaluation team. Reviews the rating system developed by Arizona univerisites to apply to safety, damage/wear out, codes standards, environment improvements, energy conservation and aesthetics categories within buildings and converting ratings into renewal costs. Explains Northern Arizona University's metho of organizing the infrastructure inventory and performing the inspection using a system of grids.
