An estimated 25 to 40 percent of the U.S. workforce does not possess the necessary language, reading, and writing skills to adequately perform their jobs. Comments that employees with poor reading skills may also make decisions on a lower level. Describes what Howard University did to confront this challenge, including analyzing the problem and determining what needed to be included in the program, finding appropriate instructor, assessing employees' skills, motivating participation; and establishing program. Includes list of skills included in program.
