"Facilities: Still a Key Issue in Higher Education"

By APPA's Executive Vice President.  Reports that until 1989 facilities were not mentioned as one of the top ten issues in the Coopers & Lybrand/American Governing Board's annual survey of presidents and other leaders.  After the publication of APPA's 1989 The Decaying American Campus, facilities became  number 2 in the survey, second only to concern for enrollment.  In the 1992 survey, facilities remain among the top five concerns, while enrollment no longer is listed.  Reports personal observation of increased knowledge by higher education leaders of facilities issues.
