Adapted from author's closing keynote address at APPA's 79th annual meeting in Indianapolis. Discusses concerns in higher education, including the fact that higher education is the only major U.S. industry not making a record commitment to plant and equipment today and not making massive investments in anticipation of stricter environmental regulation and enforcement. Encourages facilities officers to strengthen their positions on behalf of their institutions and for APPA to "take the gloves off" in activities related to environmental and safety problems caused by deferred maintenance; operate from a winning position; set terms of the debate; and build alliances.
