APPA News item on decision of 12 higher education associations to join with the Council of Higher Education Management Associations on producing an unbiased guide for colleges and universities to evaluate options for self-operation and contract management. Study to include physical plant, telecommunications, food services, residence halls, security, and book stores. Book is scheduled for publication in late 1992.
