As chair of the Strategic Assessment Model (SAM) Task Force, Kinnaman has heard jokes about the program but believes its value in helping facilities managers focus on self-improvement in their ever-changing environments is recognized. APPA has committed resources for a new SAM task force that has already begun to looking at the possibility of adding new performance indicators. Explains differences between SAM and the Comparative Costs and Staffing Report, identifying SAM as a strategic tool that looks at performance indicators indicative of overall organizational effectiveness. Plans include a customer and organizational climate survey instrument, case studies, and software or Web-based tool to track and display improvements.
