In 1991, the Pueblo, Colorado school district and the University of Southern Colorado formed a partnership to enhance education in the multicultural community of 100,000 people. Describes various aspects of the program, including the facilities management initiative. Activities included molding a single facilities director, creating a proactive maintenance organization, rekindling employee morale, and streamlining support infrastructure.
