Describes the energy conservation program at State University of New York at Buffalo, which has included 300 energy conservation projects resulting in total energy savings or "cost avoidance" of more than $3.5 million.  Discusses its Demand Side Management program, an incentive program administered through CES/Way International, an energy service company under contract with Niagara Mohawk Power Cororation to reduce the utility's demand by approximately 8 megawatts; campus energy awareness efforts; green campus activities; and the relationship between energy conservation and total quality management.  Includes sidebar listing guidelines for a successful ESCO project.
