Switching from campus accounting to facilities management, Merrill was surprised to find no Generally Accepted Accounting Principles for facilities. Turning to APPA, he learned about the first version of the Strategic Assessment Model (SAM). Began with the Financial Perspective measures because the campus had not collected data in the other areas. Credits SAM with shaping the way facilities management targets goals, identifying critical activities, and uncovering serious shortcomings in planning, especially in regard to deferred maintenance and capital review. Now has challenge of expanding to SAM's other perspectives and presenting data to the people who decide how university funds are allocated. Includes the university's Continuous Improvement Model.
