The Ontario university facilities professionals view the Strategic Assessment Model (SAM), as a tool that permits peer comparison and benchmarking and points participants toward best practices.  The 16 Ontario universities comprise 5.29 million square meters of built space with a replacement value of $12.3 billion. SAM helps gather credible data against consistent definitions, of particular importance for identifying a deferred maintenance and facilities index to the Ontario government.  SAM elements have assisted with an adaptation needs survey, facilities audit definitions to be implemented through new software, comparing local performance against best practices, and tracking energy use.
